In 1997, the World Bank assisted “India – Environmental Management Capacity Building Technical Assistance Project” was an “umbrella” technical assistance (TA) project aimed at addressing institutional and policy weaknesses which were deemed common to priority setting and resource management issues. In Gujarat, Industrial Pollution Control was identified as the theme for capacity building with Gujarat Department of Forests and Environment (GDFE) and Gujarat Ecology Commission (GEC) as nodal agencies. GDFE and GEC made propositions to MoEF and the WB to this effect.

However, these proposals were found to be ad-hoc and unstructured, with risks of low effectiveness. EMC was therefore contracted to revisit these proposals. EMC redeveloped the proposal using strategic planning approach consisting of situation analyses, SWOTs of key institutions followed by a high level two days residential workshop on strategic planning. This led to identification of relevant projects under a common vision, with institutional responsibilities and enabling strategies for project implementation in the State.
