The 74th Amendment to the Indian Constitution widened the roles and responsibilities of Urban Local Bodies (ULBs), specifically protection of the environment and promotion of ecological aspects. Preparation of an Environmental Status Report (ESR) was mandated on annual basis by the Ministry of Urban Development. However, there were no guidelines on how to prepare such reports.

EMC was contracted to frame the methodology on the development of a model ESR. The project was unique as it attempted to break new ground in the field of environmental reporting at the city level. EMC also conducted training on development of ESRs for various ULBs in Maharashtra and thereafter, developed Model ESRs, one each for Thane Municipal Corporation and the Municipal Council of Barshi. This project also brought about a change at the policy level in the State of Maharashtra with the passage of a Government Resolution (GR) to the effect.
