The Chhattisgarh Accelerated Road Development Programme (CARDP) was initiated by the State Government to identify and implement upgradation and improvement work for roads. Roads considered under CARDP were State Highways or any other road identified to be developed for social and/or economic benefit of the area. The scope included improvement, upgradation (widening) and rehabilitation of existing roads or new construction of bypass, as required. The Government of Chhattisgarh decided to execute CARDP in a Public Private Partnership model with IL&FS Transportation Networks Ltd. (ITNL) through a Special Purpose Vehicle (SPV) named “Chhattisgarh Highways Development Co. Ltd. (CHDCL).” ITNL contracted EMC to undertake an Environmental and Social Impact Assessment and Social Survey work for selected stretches of CARDP.
