To facilitate broader co-operation between India and Sweden in Environment, SIDA proposed to set up an Indo Swedish Knowledge Facility on Environment, with the objective of evolving best environmental practice through knowledge sharing and mutual learning between Swedish and Indian public institutions, private sector, voluntary sector and research and academic institutions.

For this, a Country Environmental Analysis (CEA) was carried out and issues centered to the Indian context and those of priority to Swedish international assistance, were identified. A mission to Sweden was carried out to identify potential knowledge networking partners with relevant Indian institutions. Mechanisms and operational procedures were devised to support creation and operation of the knowledge facility. A pipeline of pilot projects were identified and detailed to assist in this direction.
