Support for Environmental Assessment and Management (SEAM), was a multi-disciplinary environmental capacity building project funded by UK’s Department for International Development (DFID). It was made up of 5 components that included Industrial Pollution Prevention(IPP)/Cleaner Production(CP), Environmental Impact Assessment, Solid Waste Management, Environmental Action Plans and development of an Environmental Database.

This Project was implemented by the Egyptian Environmental Affairs Agency (EEAA) and international experts / consultants. EMC was contracted by DFID to assist in specific components of SEAM, namely industry level compliance and policy level capacity building in IPP/CP. EMC provided crucial inputs by developing a manual for Cleaner Production Opportunity Assessment (CPOA) Unlike conventional "Audit" manuals, this manual emphasized the "Opportunities" and how to meet compliance requirements through CP, comply with supply-chains/markets on a competitive basis and improve the "triple bottom line". The Manual provided guidance to EEAA, Industries and Egyptian Consultants to apply CP in this perspective.
