UNEP IETC and Pune Municipal Corporation (PMC) entered into a Framework Agreement in 2006 to prepare an Integrated Solid Waste Management Plan for the city of Pune. This work was led by Dr Prasad Modak and Team at Environmental Management Centre.

The ISWM Plan was prepared over a year following Vision to Action, Consultation Process factoring 3Rs, Life Cycle Thinking, Sustainability Assessment of Technologies (SAT) and Public Private Partnership (PPP). On December 3 and 4, training and resources were provided to staff of PMC and the environmental NGOs to operationalize and communicate the Plan.
